The Waste and Cleansing teams undertake a variety of tasks to ensure a vibrant and welcoming City for residents and visitors alike, including footpath sweeping, road sweeping, high pressure cleaning, scrubbing, waste collection, bin cleaning and removal of illegal dumping.

The Containers for Change scheme and recycling centre runs out of our operations centre at 81 Knutsford St Fremantle and forms part of the City’s commitment to sustainable practices for the City and the community.

In this role, you will have the opportunity to lead and support a skilled team, ensuring that all our waste services and fleet and mechanical workshop deliver excellent service to the community and all stakeholders.

Key responsibilities include:

• Lead the Infrastructure Cleansing, Waste and Fleet business unit to ensure service responsiveness to community needs and business planning in alignment to the City’s strategic plan/vision.

• Effective leadership and management of the physical and financial resources allocated to the business unit to achieve objectives of the long-term strategic vision for the City within budgetary constraints.

• Draft briefing papers, reports for Council on matters relating to waste and fleet projects and operational service matters and attend Council meetings when required.

• Manage the development and delivery of service contracts, special projects and service improvements and ensure compliant, timely and cost-effective delivery.

• Ensure the effective delivery of the capital works plant renewal programs by leading procurement, stakeholder engagement, including active engagement with the Asset Management team and ensuring plant represents best value for money, is fit for purpose and environmentally sound.

• Provide the client services lead role for the operational and functional requirements of the City’s proposed new Operations Centre. The role shall be responsible for the coordination and alignment of cross business unit service requirements of the future operation and service transitional / culture change requirements associated with the development and implementation of the project.

Key Requirements:

• A tertiary qualification in waste management or relevant related field.

• Significant experience in the management and delivery of waste, cleansing and fleet services.

• High levels of strategic and conceptual skills, including the ability to formulate, implement and review business plans, policies, standards and specifications.

• Excellent communication skills, collaboration, decision making and leadership skills, encompassing inter-personal, liaison, negotiation, consultation and presentation skills coupled with the ability to analyses, evaluate and solve complex problems and motivating staff to deliver exemplary service.

• Competence in all facets of resource and time management including leading and managing teams in a medium to large organisation and the ability to competently manage conflicting priorities.
