What we are looking for

We are seeking a qualified and experienced candidate, who has the skill and communication style to work with the community and educate, whilst investigating any breaches.   Success in this role will mean that you will have the ability to guide, educate and influence stakeholders, and work collaboratively to achieve all compliance outcomes for both Council and its customers. 

Critical to your success will be experience and expertise in being responsible for providing advice on council policy, procedures, strategies and their effectiveness, along with providing quality and timely reports and briefing notes as required.  

The purpose of this position is to conduct on a daily basis, investigations and surveillance of illegal dumping activities in an effective and efficient manner; and to promote education and awareness of illegal dumping.

To be considered, you must have experience in:

  • Conducting patrols and surveillance of areas known as illegal dumping hotspots
  • Thoroughly investigate complaints of illegal dumping in a timely efficient manner.  This will include enforcing and handling the cleanup of illegal dump sites.
  • High level of covert and overt surveillance techniques.
  • Conduct verbal, written and electronic interviews of witnesses and persons of interest.
  • Accurately interpret legislation and prepare professional correspondence and accurate records.
  • Provide detailed reports to the Coordinator Compliance on a monthly basis, including notices, infringements and other Statutory Instruments under relevant legislation including preparing reports necessary to achieve the outcomes of the Illegal Dumping Partnership Program on particulars related to illegal dumping.
  • Create and implement awareness and education campaigns including presentations with internal and external stakeholders; and working with Council Communications Section in relation to advertising, signage and media content.
  • Provide high level communication both oral and written along with being able to problem solve effectively.
  • Create and review factsheets.
  • Be willing to undertake future training
  •  Undertake other reasonable duties and tasks as requested by Management within the incumbent’s capabilities.
  • Be willing to undertake other duties as requested by Management.

Mandatory Licence Requirements:

  • Queensland 'C' Class drivers' licence that is current and maintained

Essential Knowledge/Skills/Qualifications:

  • Experience in the investigative process of complaints and breaches of legislation
  • Demonstrated experience in brief preparation and compliance of evidence
  • Demonstrated high level negotiation and conflict resolution skills
  • Demonstrated ability to plan workloads, achieve set goals and meet deadline
  • Demonstrated high level skills with computers and office related software
  • Demonstrated organisational and problem-solving skills

Highly regarded will be:

  • Certificate IV in Government Investigations (Regulatory Compliance)
  • Training in Asbestos Awareness or equivalent
  • Experience with specific software (Authority, Technology One)
  • Experience and knowledge working within a Council's work practices, policies, procedures and guidelines
