Cook Shire Council has created a new leadership opportunity that has the full support of the Executive Leadership Team to head Council's multi-million dollar Disaster Recovery Funding Arrangement (DRFA) Program.  

This golden opportunity exists for a highly energetic individual who has strong leadership and communication skills and a deep level of experience, knowledge and understanding of DRFA works to continue to build an effective and sustainable team to deliver a high standard of DRFA works and associated processes.  

Reporting to the Director Infrastructure, this critical role will be responsible for the planning, coordination and delivery of Council's DRFA related activities for declared disaster reconstruction works including acquittal, condition survey, works assessment and identification. 

This position will also act as the central link between Council Infrastructure Directorate and the Queensland Reconstruction Authority for DRFA.

Duties and Responsibilities:

  • Lead and manage Council's DRFA team and its resources to deliver quality, effective, responsive and efficient services.
  • Provide strong, focused and quality leadership to support Council's DRFA activities and impacted communities.
  • Build strategic and productive relationships with internal and external stakeholders to collaboratively execute recovery strategies.  
  • Ensure efficient implementation, monitoring and managing of whole DRRA process in accordance with QRA procedures including damage pick-up, assessment, application preparation and submission, delivery of work as per approved works, post completion of proof of works and timely reporting, acquittal and closeouts.
  • Ensure management of Council gravel quarries and pits and water sources in accordance with agreements.
  • Proactively identify, obtain and keep updated all required permits and approvals for new and renewed gravel quarries and pits in liaison with Council Officers.
